Reseller hosting is a business model in which you buy hosting resources in bulk and sell them to your own customers under your own name. You set the prices and give the support. The company behind you runs the servers. For a reseller on cPanel, the control panel licence is a fixed cost that grows with the number of accounts.
This page explains what reseller hosting is, what the cPanel licence costs according to cPanel's published prices, how white label hosting works, and what you need to start. It also describes what a reseller gets from PFHW and what is missing. The gaps matter, because resellers meet them quickly.
What reseller hosting is
A hosting glossary describes reseller hosting as buying server resources at wholesale rates and dividing them into packages that you sell to clients. The reseller sets prices and keeps the difference. The reseller also bills clients, gives first-line support and creates a separate account for each client. The parent host maintains the servers, hardware and network.
There are two common ways to build it. You can rent a reseller plan from a hosting company, which is quick but fixes your limits and your brand options. Or you can run your own server, and with it your own control panel, security, backups and licence. The second way gives control and carries more work. Our managed server is a middle path: you get a dedicated server that our engineers manage, and you run the client side.
Why the control panel licence is a cost line
If you run your own server with cPanel, every server needs a licence, and the price depends on the number of accounts the server may hold. cPanel's published store prices, valid from 16 December 2025, are shown below in US dollars per month.
| Licence tier | Accounts allowed | List price per month | Price per account at full use |
|---|---|---|---|
| Solo (cloud) | 1 | 29.99 USD | 29.99 USD |
| Admin (cloud) | up to 5 | 35.99 USD | 35.99 / 5 = 7.20 USD |
| Pro (cloud) | up to 30 | 53.99 USD | 53.99 / 30 = 1.80 USD |
| Premier (cloud or metal) | up to 100 | 69.99 USD | 69.99 / 100 = 0.70 USD |
| Premier, each account above 100 | extra accounts | 0.49 USD per account | 0.49 USD |
cPanel states that cloud licences are for VPS and cloud instances, and metal licences are for dedicated servers. Calculations are ours, rounded to cents. They assume the server is full. A reseller with 12 clients on the Pro tier pays 53.99 / 12 = 4.50 USD per account, because the tier price is fixed up to 30 accounts.
Partner prices are lower, but need partner status
cPanel also publishes a PartnerNOC licensing guide, valid from 16 December 2025, with lower monthly prices: 21 USD for 1 to 5 accounts, 32 USD for 6 to 30, 42 USD for 31 to 50, and 49.50 USD for 51 to 100. Accounts above 100 are billed at 0.35 USD each on Premier. These partner prices apply to PartnerNOC licences, not to the store list. The guide says that a cPanel account is a user created by the root administrator or a reseller to manage a website, and that pricing depends on the number of accounts on the same server.
The licence is only one line
A web hosting news site reported on 5 October 2026 that a partner email of 1 October 2026 says WebPros will adjust prices in 2027. No amounts or dates were published in that email. cPanel then published its 2027 list prices on 8 October 2026: Solo $32.99, Admin $38.99, Pro $58.99 and Premier $76.99 per month from 16 December 2026, and $0.55 per account above 100, according to its price adjustment page and trade reports. The table below shows the prices valid now. The same article notes that optional add-ons on a 100-account Premier server, such as CloudLinux, Imunify360 and LiteSpeed, can add up to more than the licence itself, using cPanel's own price page. None of those add-ons is mandatory. The point for a reseller: the licence is a line you must budget, together with server, backup and security costs.
White label hosting: what it means
White label hosting means your customers see your brand, not the brand of the company that runs the infrastructure. A hosting provider describes it as the provider staying hidden while you sell hosting under your own name, and lists what to look for: private nameservers, a branded dashboard, a branded client portal, billing software and a ticket system.
The hosting glossary warns that not every reseller plan is white label, so check this before you build your brand on a plan. InMotion Hosting notes that the WHMCS licence included with its reseller accounts shows a vendor notice unless you upgrade the licence. Because the host is invisible to your clients, outages and support requests reach you first, and you can often only pass on the host's updates.
How to start a web hosting business: an honest list
If you want to start a web hosting business, the technical part is the smaller part. These are the items that decide whether the business lasts. None of them is a reason not to start. They are reasons to plan before you sell the first account.
- Billing system. You need software for invoices, payments and renewals. WHMCS and ClientExec are named by hosting providers as examples. Some reseller plans sell the billing licence as a paid add-on.
- Support. You are the first contact for your clients. Decide your hours, your channels and what you answer yourself.
- Abuse handling. Hosting providers receive reports about illegal content, spam and compromised sites. In the EU, the Digital Services Act requires hosting providers to offer an electronic notice mechanism, to confirm receipt of a notice when the reporter gives an electronic contact, and to tell the reporter the decision. Ask a lawyer how it applies to you.
- Backups. A reseller usually has to decide who restores a client's site after a mistake or an attack. Test restores, and keep a copy outside the server.
- Legal and GDPR. When you host personal data for clients, you usually act as a processor. GDPR Article 28 requires a written contract that covers instructions, confidentiality, security, sub-processors, help with data subject requests, deletion or return of data, and audits. If you use a provider like us, we are a sub-processor, and the contract chain must hold.
- Taxes. VAT depends on your country and your customers. For cross-border sales to consumers in the EU, a consultancy summary of the EU One Stop Shop says there is a 10,000 euro yearly threshold, and that VAT is charged at the customer's country rate above it. Check this with an accountant.
- Domains. If you sell domain registrations, ICANN says a reseller is a third party that offers registrations through a registrar, and it explains how complaints about resellers are routed. Check your registrar's reseller terms.
What PFHW offers resellers
PFHW is the control panel of our Managed Web Server, a dedicated virtual server managed by our engineers, in a Tier III data centre in Vilnius, Lithuania. Data stays in the EU and GDPR applies. There is no per-account licence: the control panel is included in every plan with no limit on sites or accounts.
| Plan | vCPU | RAM | Storage | Price per month, excl. VAT |
|---|---|---|---|---|
| Starter | 2 | 4 GB | 50 GB | 29 EUR |
| Business | 4 | 8 GB | 80 GB | 39 EUR |
| Pro | 6 | 12 GB | 120 GB | 59 EUR |
| Enterprise | 8 | 16 GB | 150 GB | 69 EUR |
| Corporate | 12 | 24 GB | 200 GB | 89 EUR |
| Max | 16 | 32 GB | 250 GB | 99 EUR |
Billing is monthly with no contract, and the price does not rise on renewal. A one-year option gives 20 percent off. All plans include management, a firewall and nightly incremental backups. Email is a separate add-on on its own Mailcow server, from 4 EUR per month for 25 GB, with unlimited domains and mailboxes.
Reseller features
- Plans and reseller accounts: the panel has plans and reseller accounts, which you use to organise clients.
- Branded client login domains: your clients sign in on a domain you choose.
- One-time login URLs for billing systems: a login URL that works once, intended for use from a billing system.
- Log in as customer: you can sign in to the panel as the customer.
- Security and operations: two-factor and passkey login, a WAF with OWASP rules, brute-force protection, malware scanning, a firewall, uptime and certificate monitoring with email alerts, and API tokens with expiry and IP restriction.
What we do not claim about billing systems
We do not claim on this page that PFHW has a ready-made integration for WHMCS or for any other billing system. The one-time login URL is a building block that a billing system can use. A connector is not something we state as delivered. If a billing integration is a requirement for you, ask us before you decide.
A simple break-even example
This is an example with an assumed client price. Take the Business plan at 39 EUR plus the 25 GB email add-on at 4 EUR, which is 43 EUR per month before VAT. If you charge each client an assumed 5 EUR per month, you need 43 / 5 = 8.6, so 9 clients to cover the server. At 10 EUR you need 43 / 10 = 4.3, so 5 clients. At 15 EUR you need 43 / 15 = 2.87, so 3 clients. This ignores payment fees, tax, your time and support costs, and whether one server is large enough for those clients.
Gaps resellers will meet
Resellers get questions from clients about exactly these points. Know them before you sell.
| Topic | PFHW today | Effect for a reseller |
|---|---|---|
| Dedicated IP per account | Not available. Accounts share the server IPv4 and IPv6 addresses. | Clients who need their own IP address need another solution. |
| Automatic certificates (AutoSSL) | Not available. You upload a certificate, or buy one from us. | Certificates for each client domain are a manual task. |
| Mailing lists | Not available. There is no Mailman. | Use a separate service for lists. |
| Webmail | Not part of PFHW. Webmail belongs to the Mailcow mail server. | Clients use the mail server's own pages. |
| Autoresponders, email filters, spam-filter settings | Not in the PFHW portal. The mail server may offer its own. | Check the mail server's features for each need. |
| Hotlink and leech protection | Not available. | Handle at the web server or CDN level, if needed. |
| Forgot password by email | No such flow in the panel. | Plan how clients reset access, for example through your support. |
| Account transfer tool | No tool like the cPanel Transfer Tool. Accounts import from a cPanel package. | Moving a client away uses files and database exports. |
| Portal language | English only for now. | Not suited if clients need the panel in their own language. |
| Outbound email | Rate-limited, sent through relays. | Plan bulk or newsletter sending separately. |
Where PFHW fits, and where it does not
PFHW fits a small or medium reseller who wants one dedicated server with a control panel that has no account limit, a managed operating system, nightly backups and EU data residency, and who is happy to run billing and first-line support. The cost does not rise per account, so the margin grows as you add clients up to the capacity of the server you chose.
It does not fit a reseller who needs a dedicated IP per client, automatic certificates, mailing lists, or a panel in several languages. It also does not yet offer a billing-system module that we can state as delivered. You also need to size the server yourself: we publish no site count per plan. PFHW can be downloaded free from the Download tab for self-hosting on your own server, but that has no support.
Frequently asked questions
What is reseller hosting?
Reseller hosting is buying hosting resources in bulk and selling them to your own clients under your own brand. You set the prices, bill the clients and give first-line support. The provider runs the servers.
How much does a cPanel licence cost for a reseller?
On cPanel's store list, valid from 16 December 2025, prices run from 29.99 USD per month for one account to 69.99 USD for up to 100 accounts on Premier, plus 0.49 USD for each account above 100. Partner prices are lower but require partner status. Check the current price list before you decide.
Is white label hosting the same as reseller hosting?
Not always. White label hosting is reseller hosting where your clients see only your brand. Some reseller plans show the vendor's name in places, so check what can be rebranded before you commit.
Can I run reseller hosting without cPanel?
Yes. A reseller needs accounts, client logins, DNS, backups and security, which other panels provide. With PFHW you get reseller accounts, branded client login domains and a log in as customer function, without a per-account licence. Check the gaps in this page first.
Does PFHW work with WHMCS?
We do not state that a WHMCS integration is delivered. PFHW offers one-time login URLs intended for billing systems, but a ready-made connector is not something we claim. Ask us if this is a requirement.
What do I need to start a web hosting business?
You need a billing system, a support process, an abuse procedure, tested backups, GDPR contracts, correct VAT handling and a server or reseller plan. Plan these before you sell the first account.
